The Series 2004 Project was completed on April 3, 2008. The Series 2004B Bonds have been paid in full. The Series 2004A Bonds were secured by Series 2004 Assessments levied and imposed on benefitted lands within the District within Phase 1 of the development.
On January 27, 2016, the District issued its $3,175,000 Special Assessment Revenue Refunding Note, Series 2016, in order to refinance its then outstanding Series 2004A Bonds. Through the refunding, the Series 2004 Assessments were reduced by 21.255% annually. Hammock Bay CDD administers this debt, ensuring annual bond repayments, with the final payoff scheduled for May 2035.
The Hammock Bay CDD did not issue similar debt for the construction of similar improvements within Phase 2; rather, those improvements were constructed and financed by the developer.
The Hammock Bay CDD has no physical assets, distinguishing it from other community development districts that may manage facilities directly. Instead, it focuses on financial oversight, conducting public hearings for budget adoption, and maintaining transparency in its operations.
In addition to the assessments securing the Series 2016 Note, the District also imposes operations assessments, which are determined and calculated annually by the Board in order to fund the District’s annual budget that consists of expenses necessary to operate the Hammock Bay CDD in accordance with Florida law and service the Hammock Bay CDD debt.
